Flat roof cost guide

Flat Roof Repair vs Replacement: What It Costs in West Wales (2026)

If your flat roof — over an extension, garage or dormer — has started leaking, the first question is not "who do I call?" but "what will the flat roof repair cost, and am I about to be talked into a replacement I don't need?" This guide answers both honestly, using published UK market cost data, so you can scope the job before anyone quotes for it.

West Wales is hard on flat roofs. Rain comes in off Cardigan Bay for weeks at a time and gales test every edge trim and upstand. That makes the repair-or-replace decision urgent — but no less worth getting right.

The diagnostic

Repair or replace? An honest diagnostic

The right answer depends on what is actually failing. A competent roofer should be able to tell you which of these three you are looking at — and if the honest answer is "this doesn't need replacing yet," they should say so.

Repair is usually right when

  • ·The leak is localised — one area of splitting, a failed seam, or a flashing that has lifted at the abutment wall.
  • ·The covering is otherwise sound: no widespread crazing (the "alligator skin" pattern that signals perished felt), no soft spots underfoot.
  • ·The roof is relatively young — under about 15–20 years for felt, and any age for GRP or EPDM, which can last 30 years or more.
  • ·The timber deck beneath is dry. This is the one thing you cannot judge from the ceiling stain; it takes a look at the roof itself.

Replacement is usually right when

  • ·Leaks are appearing in several places, or the same area has been repaired more than once.
  • ·The covering is perished across most of its area, not just at the weak points.
  • ·The deck is saturated — flat roofs should feel firm; a spongy tread means the timber has been wet for a while, and no surface repair will hold.
  • ·The roof is at the end of its expected life anyway, so a repair is money spent twice.

Sometimes the honest answer is neither

Occasionally what looks like a roof problem is a detail problem: a blocked outlet causing standing water, or an abutment flashing that needs re-dressing rather than the whole covering renewed. If the roof isn't leaking and the deck is sound, the honest advice may simply be to clear the outlets and check it once a year. Be wary of anyone who diagnoses a full replacement from the ground.

Flat roof repair costs

What flat roof repair costs

For small repairs (a few square metres), UK trade cost guides put flat roof repair at roughly these ranges per m², excluding VAT and access equipment:

Repair typeTypical range (per m², ex VAT)
Torch-on felt (bitumen)£100–£140
EPDM rubber£120–£170
GRP fibreglass£130–£180

(Source: Checkatrade roof repair cost guide, updated February 2025. These are market averages for small areas — the per-m² rate falls as the repair gets bigger.)

Two things push the real price around: access (a single-storey garage roof reached from a tower is a different job from a third-storey dormer needing scaffolding — budget from around £600–£900 per week for scaffolding if it is needed) and what's underneath (a small patch over rotten deck is no longer a small patch). Most minor repairs take half a day to two days.

Flat roof replacement costs

What flat roof replacement costs

If replacement is the honest answer, per-m² market ranges for a full renewal (stripping the old covering, renewing the deck where needed, fitting the new system) look like this:

New coveringTypical range (per m², +VAT)
Torch-on felt (3-layer)£50–£80
EPDM rubber£80–£100
GRP fibreglass£95–£120

(Source: Checkatrade flat roof replacement cost guide, updated December 2024. As a whole-job ballpark, a standard UK flat roof replacement runs £2,800–£7,500 depending on size and material.)

Add to the base rate, where the job needs them: stripping and disposal of the old covering (skip hire from around £125), scaffolding, upgrading insulation, new edge trims, guttering and leadwork. These extras are exactly where low quotes quietly become expensive ones — a written, itemised quote that lists them is the difference between a price and a guess. MGC's roofing team prices every one of these on a free site visit, with a written, itemised quote so you can see exactly what is and isn't included before you commit.

Choosing the material

GRP or EPDM? Choosing the material

Both are systems we install and both cope with West Wales weather.

Choose GRP (fibreglass) when

  • ·The roof is small or full of detail — dormers, upstands, corners — because GRP is laid in one seamless, moulded finish with no weak joints.
  • ·The roof will be seen from above or walked on occasionally (cleaning, maintenance); GRP takes light foot traffic and comes in colours other than black.
  • ·You can wait for a dry window: GRP cannot be laid in rain or damp, which in Ceredigion means sequencing around the forecast.

Choose EPDM (rubber) when

  • ·The roof is a large, open area — EPDM arrives in big sheets, so a domestic roof can have a single seam-free membrane.
  • ·You want a quicker install: it's cold-bonded, no torch involved, and handles the temperature swings a dark flat roof goes through.
  • ·Budget matters and the finish being black is fine. Watch punctures from later trades (a dropped tool goes through rubber that GRP would shrug off).

Torch-on felt remains the cheapest option and is fine for sheds, garages and outbuildings, but for a roof over living space the extra cost of GRP or EPDM buys roughly double the service life.

Timeline

How long will the work take?

  • Small repair: half a day to two days.
  • Typical extension or garage flat roof renewal: one to three days for felt or EPDM; allow longer for GRP because of the curing time between layers.
  • Larger or complex roofs (rooflights to work around, long access runs): several days.

Welsh weather is the honest variable. Flat roofing needs dry conditions — rain on an open deck or uncured GRP stops work — so any roofer who promises exact dates in autumn or winter is selling you something. A realistic programme with weather built in is worth more than an optimistic one.

The rules

The rules and paperwork

  • Planning permission: like-for-like renewal of a flat roof normally needs none.
  • Building regulations: if more than 25% of the roof covering is replaced within 12 months, building control approval is normally required — and since current rules demand decent insulation, a like-for-like swap is also the moment to fix a cold, condensation-prone flat roof. Your contractor should handle the application; in Wales, Building Control Wales is the starting point.
  • Insurance: sudden damage (a storm, a fallen branch) is often covered by home insurance; gradual wear and tear almost never is. Photograph damage before repairs start.
FAQ

Frequently asked questions

Straight answers on repairing, replacing and approving flat roof work in West Wales.

Yes — if the damage is localised and the deck beneath is dry, a repair is usually the right and much cheaper call. Replacement earns its cost when leaks are widespread, the deck is saturated, or the covering is perished across most of its area.

UK trade cost guides put small flat-roof repairs at £100–£180 per m² depending on material (felt, EPDM or GRP), excluding VAT and access equipment. The real driver is what's underneath the covering — rotten deck turns a patch into a section.

A typical extension or garage flat roof takes one to three days to renew, longer for GRP (curing time) or complex roofs. Dry weather is essential, so programmes slip more in a wet West Wales autumn.

Usually, yes — if more than 25% of the covering is replaced in 12 months, building control approval is normally needed. A good contractor includes this in the quote rather than leaving it to you.

Professionally installed GRP should last around 30 years; EPDM is rated at 30–50 years. Torch-on felt, the budget option, typically manages 15–20.
